Home Solar in Cyprus: What the Rules Actually Are


Status as of 14 August 2026: Cyprus ended net metering on 31 December 2025 and CERA’s new self-consumption framework took effect on 1 January 2026 — but that framework was built for ordinary grid-connected household PV systems, not a small plug-in device. No dedicated legal category for a balcony-scale or plug-in solar kit exists in Cyprus today, and we could not establish which of Cyprus’s rules, if any, would apply to one.

If you search for “can I put a small solar panel on my balcony in Cyprus,” you will not find a straight answer, because there isn’t one published anywhere yet. This page sets out exactly what changed on 1 January 2026, exactly what it covers, and exactly where the gap is — rather than assuming Cyprus works the same way as Germany, the UK, or Greece, which it currently does not.

What actually changed: net metering ended, self-consumption began

Until 31 December 2025, Cyprus ran a net-metering scheme for residential solar: a household’s exported electricity was credited at the retail rate against future consumption. From 1 January 2026, that scheme was replaced by a self-consumption framework designed by the Cyprus Energy Regulatory Authority (CERA). Under the new framework, a household with solar generation chooses one of three routes: a bilateral agreement with an energy retailer, joining an aggregator that sells surplus generation into the market, or not exporting surplus power to the grid at all.

The Ministry of Energy, Commerce and Industry confirmed the 31 December 2025 / 1 January 2026 switch directly, and it has been reported consistently since October 2025. The size bands most often quoted alongside this change are 4.16 kW for single-phase connections and 10.4 kW for three-phase connections — figures that trace back to a 2020 CERA decision (Decision 28/2020, under Law 107(I)/2022) governing grid-connected PV for self-consumption. We could not locate a published CERA decision, on CERA’s own site, that restates these specific thresholds as applying to the post-2026 self-consumption framework rather than the outgoing net-metering scheme it replaced. The dates of the switch are solid — multiple official and press sources agree on them. The exact size thresholds for the new regime specifically are widely repeated but not something we could confirm at CERA’s own site as of this writing, so treat them as provisional rather than settled.

Either way, both figures describe systems sized for a household’s full electricity supply — a rooftop array feeding a whole home — not a single panel plugged into a wall socket.

The actual gap: there is no small-scale or plug-in category

Germany created a specific legal allowance for balcony-scale plug-in solar (up to 800 W inverter output, a simplified registration process, no need for an electrician). The UK is doing the same from 27 August 2026, under a statutory instrument that creates its own product specification for exactly this class of device. Cyprus has done neither.

We searched CERA’s own published decisions, and searched in both English and Greek for a Cypriot equivalent of Germany’s or the UK’s small-system rules. We found none. The self-consumption framework above is written for ordinary rooftop-scale PV, with a formal connection process through a licensed installer and a distribution network operator. It says nothing about a household plugging a small kit into an existing socket, and nothing we could find says such a kit is exempt from that process either.

That leaves a genuine, practical ambiguity, not a settled “yes” or “no.” A small plug-in kit bought in Cyprus today sits in a position nobody has defined: it may fall under the standard self-consumption process built for much larger systems (in which case the registration, agreement-type choice, and connection steps above would apply to it too, disproportionate as that sounds for a single panel), or it may simply exist outside any rule anyone has written, in the same position UK plug-in solar occupied before Britain wrote a rule for it. We could not find anything from CERA, the Ministry of Energy, Commerce and Industry, or a Cypriot electrical-safety body that resolves this either way. If you find an official answer we have not, we would genuinely like to know about it — this page will be updated the moment one exists.

The one thing that is not in dispute: Cyprus gets a great deal more sun

Whatever the legal position eventually turns out to be, the underlying resource is not in question. We queried the EU’s own solar-yield calculator, PVGIS, directly for three cities — Nicosia, Berlin, and London — using identical settings for all three: a 1 kWp system, free-standing mount, 0° tilt, 14% system loss, the PVGIS-SARAH2 radiation database, averaged over 2005–2020. The results:

  • Nicosia: 1,431 kWh per kWp per year
  • Berlin: 873 kWh per kWp per year
  • London: 852 kWh per kWp per year

The same nominal system produces roughly 64–68% more energy per year in Nicosia than in Berlin or London. A flat, 0° tilt is not the optimal angle for any of the three cities — we chose it because it is the one setting that treats all three identically, which makes the comparison fair even though it is not the number an installer would actually use on a real roof. The ratio between the three cities should hold at other tilts, since all three were queried the same way; the absolute kWh figures would move if a different, city-specific optimal tilt were used instead.

That gap is real, and it is the reason a Cypriot reader is right to be frustrated that the rest of this page is about paperwork rather than panels. The resource is there. The rule that would let a household use a small slice of it has not been written yet.

Outlook: what neighbours have done, and what Cyprus has not

Everything in this section is about other countries. None of it describes Cyprus today, and none of it should be read as a prediction of what Cyprus will do or when.

Two nearby examples show what a small-system rule can look like once a country decides to write one. Neither is Cyprus, and we checked specifically for a Cypriot version of each — we found none.

Greece has been developing its own framework: Law 5299/2026 (May 2026) established the broader enabling framework for self-consumption renewable-energy installations, and the Greek Ministry of Environment and Energy ran a public consultation, concluded 20 July 2026, on a ministerial decision specifically for balcony-scale systems — a maximum of 800 W fed into the grid, no export to the grid at all (“zero feed-in”), and battery storage permitted. As of the sources we could find, this was still a proposal that had completed consultation, not yet a finalised, published ministerial decision. We searched specifically for a Cypriot equivalent of this Greek framework, in Greek as well as English, and found nothing — every relevant result was a Greek government source, never a Cypriot one. Greece is not Cyprus, and a Greek rule is not evidence of a Cypriot one.

The UK takes a different approach again: from 27 August 2026, a statutory instrument (SI 2026/848) creates a specific product specification for plug-in solar devices, deliberately excludes battery storage from that category, and caps output well below household scale. If Cyprus ever follows a similar path, the likely shape — based on nothing more than what comparable countries have done, not on anything Cypriot — would be a size-capped, no-feed-in, simplified category kept separate from the rooftop self-consumption process above. That is speculation about a possible future shape, not a description of anything that exists in Cyprus today.
